The government is run by Proctors who are chosen by local communities. In turn these proctors select a Grand Procter to lead the committee. 	The origin of the Lyrila is unknown even to most Lyrillian scholars. The planet had traveled space for several millennia until they encountered the Charon. Due to system failures the planet could no longer rely on the 'Maker' the power systems devised by the teachers that utilized a stable Omega Molecule as it's heart. As the molecule destabilized it threatened not only the Lyrillians but the entire beta quadrant. Through the ingenious effort by the Charon's crew the molecule is successfully destroyed and planet pushed through time and back bringing it into the habitable zone of a solar system.
