As for Federation involvement, the Koragh has been fitted with ablative armor, a more stable structural integrity field, enhanced targeting, and an auto-modulating shield system. The Klingons provided for a much uprated weapons system; with more firepower and increased ammunition load. The result is a ship that, quite honestly, seems a bit overpowered for the mission at hand. Starfleet Intelligence wished to utilize the enhanced cloak of the Koragh for more clandestine operations. The Klingons, in typical fashion, wanted to make sure they could devastate any ship it came across...should the need arise.
