Rumor and speculation surround him...those who've seen him, know on sight that he's not a typical Starfleet Officer. He usually carries provisional rank equal to or higher than the commanding officer of whatever vessel or installation where he's sent to work; this is done to avoid being "ordered" by anyone other than those who hide in the shadows and command from afar. During the Dominion War, his methods were highly successful - as he gathered valuable information from captured enemies; including the rather infamous breaking of a Jem'Hadar First.
