Vice Admiral Richar Chiran is the deputy head of Starfleet Science and former Commanding Officer of the USS Victory. He recruited Cadet Aayla Bre'accoria to be the first Vree in starfleet and mentored her in science and along with his wife Brenda, gave Aayla a home in the Federation in their house in San Fransisco.
