Personal aide to Councilwoman T'Pelar, Kovel appears little more than a greying Vulcan scientist with a quiet, unobtrusive demeanor. One should note however that he is one of the planet's foremost astrophysicists and holds an astonishing number of degrees in that area as well as cybernetics.
